At least 12 applicants for the fourth GSM operator

Twelve companies have declared to the
Communications Regulation Commission (CRC) plans to participate in the
procedure for granting the fourth GSM-license.

CRC, however, pointed out that the possible
candidates could be more because receiving of documents with postal postmark
before the deadline continues.

Total 9 candidates are registered in our
country and the remaining 3 - abroad.

The intention of the Committee is to
announce an auction or competition for granting permission to use a particular
individual limited spectrum - 2x5 MHz at the range of 1800 MHz, to accomplish
public electronic messages through mobile ground network of GSM standard.

Very soon the Telecommunications authority
will announce the way in which it will provide the airily resource - by auction
or by bidding contest with fixed candidates.

Both legally provisioned options have been
tested in the practice of CRC, which shows that in open bidding higher prices
are achieved, especially when there are more candidates.

As an example for this we can give the
granting of the five licenses for the technology point to multipoint, allowing
additional WiMax technology when unprecedented high prices have been reached in
the lasted seven days bidding.

The conditions for conducting the possible
procedure, the possible starting price and the step of bidding will also be
determined by the CRC.
